History

THE CLSU-DOTUNI STORY

THE START, Driven by the Higher Education Act of 1994, the CLSU-Open University was conceptualized with the drive of providing open and distance education opportunities through both degree and non-degree programs to individuals from all works of life aspiring for higher education or for improved qualifications or credentials. This act of opening the Unversity gates wider was during the insightful leadership of Dr. Fortunato A. Battad with Dr. Amor B. Monta as the main brain that birthed the concept paper titles, “CLSU Open University”, which was proposed ti the Board of Regents on August 29, 1997 where and when this was approved.

The CLCU Board of Regents Resolution No. 50-97 institutionalized the CLSU-OU which was operationalized as a unit directly under the Office of the President of the university Dr. Flor Amor Monta as the very first Dean.

In 1998, the CLSU-OU initially offered two programs, Master of Science in Education and Master of Science in Rural Development. Initial students were teachers from various municipalities of Nueva Ecija and extension personnel of the Department of Agriculture. The decision to offer more degree and non-degree programs led to an increase in enrollments.

In the ensuring years, demand for other degree programs led to more degree programs being offered by the CLSU-OU including PhD in Development Education and PhD in Rural Development as well as Master in Agribusiness Management, Master in Business Administration, Master in Environmental Management, Master of Science in Renewable Energy Systems and Certificate in Teaching.

THE TRANSFORMATION

At the down of the transformation and with the refinement of Dr. Monta, Dr. Ponciano Cuaresma too over as the Dean of the CLSU-OU in Januray 2017. In the international arena, the Erasmus+ Programme and the British Council amongst others have been forging linkages with different universities in the Southeast Asian Region.

THE TRANSNATIONAL HIGHER EDUCATION (TNHE)
A multi, inter and trans-disciplinary sustainable food systems education


In the international arena the Erasmis+ Programme and the British Council amongst others have been forging linkages with different universities in the Southeast Asian Region. The tie-up between CLSU and the University Liverpool, and the consequest housing of this program in the CLSU-OU led to the renaming of the CLSU-OU to DOT-Uni. With the vertical articulation of graduate courses, and the emerging need to reorient towards transnational education, CLSU-OU was transformed into CLSU Distance, Open, and Transnational University (CLSU DOT-Uni) on February 15, 2018 through Board of Regents Resolution No. 16-2018.

Parallel restructuring and reorganization commenced with a renewed purpose, aggressive institutional strengthening under the leadership of Dr. Esmeraldo M. Cabana. Connecting the DOT-Uni with the Colleges was the focus of the transformation; and structural reformation adopting stewardship under the Office of the Vice President for Academic Affairs.

It os hallmarked by the strong advocacy towards connectivity and e-visibility through acquisition of Information technology equipment, shifting the gear of pedagogy towards virtual and electronic medium. In collaboration with the College of Education, management of educational materials and workshop to retool faculty tutors were held. The vision has been forced to be realized sooner than it is anticipated. When the COVID-19 pandemic disrupted the holding of residence-based courses in the university, DOT-Uni spearheaded retraining of faculty members through the Flexible Learning Workshop held in July 2020.

THE CONTINUUM

The vision of Dr. Cabana round its continuum in the assumption od Dr. Elaida R. Fiegalan on Novemenber 16, 2020. The unit continue to tread its way to realize the vision of being a University of the Future.

Mindful of the CLSU-DOTUni horizon towards future-ready education, the unit has been highly visible in the virtual real with the current leadership seeks to pursue specific programs and prjects to follow through with the ideals not only of the distance, open and transnational mode of learning but that of the Central Luzon State University as a whole.

To date, CLSU-DOTUni has been highly visible to 17 countries and catered to a total of 248 graduates since its inception in 1998. On the 25th year of existence it is currently the virtual learning home of 227 students from around the world continually pursuing the vertical articulation o graduate courses to transnational education.

Three curricular programs that are frequently requested include Diploma in Land Use Planning, Master of Science in Renewable Energy Systems, and Master in Business Administration. Other than these, the DOT-Uni is still open to offer programs that may be delivered online provided these are marketable, perceived as allied to/or is the banner program of the university, and with a Center of Development, or Center of Excellence distinction.

The CLSU-DOTUni horizon is dotted with the relevant restructuring approaches which the Annual Review of Curricula and Assessment Validation as the staple in the Shaping the Paradigm of a Future-ready University. It recognizes the Feedback and Use of Purposive Action Researches as the essence of CLSU’s Quality Policy Statements. It values the voices of the students providing them regular forum through “meet and greet” that respects their differing time zones.

The CLSU-DOTUni keep abreast of the technology that conquers physical divide and strive to provide seamless transactions and learning environment through its incessant development of the DOT-Uni Learning Portal and related system coupled with the vision.

Creation and Mandate

The Central Luzon State University Open University (CLSU-OU) was formally created on August 29, 1997 through CLSU Board of Regents Resolution No. 50-97 aligned to the country's goal of developing quality human resources by democratization of access to quality education. Its mandate is to provide open and distance education opportunities via degree and non-degree programs to individuals from all walks of life aspiring for higher education or for improved qualifications or credentials.

In 1998, the CLSU-OU initially offered two programs, Master of Science in Education and Master of Science in Rural Development. Early students were teachers from the various municipalities of Nueva Ecija and extension personnel of the Department of Agriculture. After two decades, the institution underwent a major transformation and was renamed into CLSU Distance, Open and Transnational University (CLSU DOT-Uni) by virtue of Board Resolution 16-2018 on February 15, 2018.

Mission

The mission of the CLSU Open University is to provide its students with opportunities to earn formal qualifications as well as to develop in them the readiness for lifelong learning in today's knowledge society.

Mode of Delivery

Distance education is a mode of education delivery whereby teacher and learner are separated in time and space, and instruction is delivered through specially designed materials and methods using appropriate technologies, and supported by organizational and administrative structures and arrangements.

Learning Materials

The Open University students are provided with specially packaged printed instructional materials or self-learning modules (SLMs) which they study on their own most of the time. SLMs are prepared by a "quality circle" composed of a curriculum designer, subject matter specialist, content critic, language editor, and a media specialist or graphics artist.

With inclusivity at the very core of its mandate, the DOT-Uni shall:

Provide equitable access to higher education to different sections of society through alternative, non-residential and ICT-mediated teaching-learning delivery system.

Public Engagement

Prioritize public engagement and knowledge transfer, and play a key role in advancing alternative education delivery systems through Distance Education, Open Learning Systems, and Transnational Education by offering key degree and non-degree programs based on the University's expertise.

Resource Sharing

Make the University's resources and expertise available to local, regional, national, and international levels for students, researchers, policymakers, practitioners, partner communities, and other stakeholders in agriculture, fisheries, business, education, social sciences and related fields.

Sustainable Growth

Sustain its growth and development by generating increased funding from a variety of external sources, and harnessing partnership and collaboration with industry, government, and non-government organizations.

Departments

College of Education

Being a Center of Excellence in Teacher Education, the college aims to train future educators who can give quality education to the students. It envisions implementing a program of advanced education and training in different areas of research, instruction, and development concerns to produce quality leaders in an ever-changing society. It has three departments: Elementary Education, Secondary Education, and Advanced Studies in Education.

College of Arts and Social Sciences

The CASS focuses on the production and dissemination of knowledge in human and social conditions align with technological and social innovation. It has five departments: Psychology, English and Humanities, Communication and Development Studies, Filipino, and Social Sciences.

College of Business and Accountancy

The College aims to produce quality graduates who are globally competent to assume managerial and leadership roles in accounting, management, economics, and marketing. It also envisions producing entrepreneurs by enhancing entrepreneurship education. It has two departments: the Accountancy Department and the Business Department.

College of Science

The CoS aims to foster equality among people and empowering communities through quality science and mathematics education. Its duty is to produce globally competent and committed scientists and educators in the different fields of science in preparation for their service in their communities.
